LONG RANGE PLANNING COMMITTEE: PLAN IMPLEMENTATION
Most church committees are operational. That is, they implement their own plans or programs. The Long Range Planning Committee (LRPC) is an exception. It's function is solely planning, and it depends on the Board for implementation of approved action plans.
In this context, it is recommended that approved plans be implemented as follows:
- If there is an appropriate operational committee, the Board liaison is responsible for assuring that the approved plan is referred to that committee for action. (In the existing Five Year Plan, this is true of recommendations, for example, relating to RE and Social Action.)
- The Board is responsible for actions on plans relating to leadership.(Examples in the existing plan are the goals related to the Commissioned Lay Leader program.)
- On recommended plans other than leadership, for which there is no operational committee, the Board is responsible for assuring implementation either directly or by delegation to an ad hoc or new standing committee. (An example in the existing plan was the goal to "Celebrate FMUU's 50th anniversary.")
- If approved recommendations do not require explicit actions, the Board is responsible for determining, or requesting from designated others, the specific objectives to be achieved or steps to be taken. (Examples in the existing plan might include "Work on nurturing membership to foster growth" and "Begin to broaden our role in the community.")
In the absence of a process such as this for the current "Five Year Plan 2002-2007," the LRPC will assess the status of action on goals for 2002-2003 and 2003-2004, but will propose that this process be adopted for the future.
